In 2002, euthanasia was legalized in the Netherlands but only for patients who were considered to be suffering unbearable pain with no hope of a cure. A possible Law Completed Life would be designed for those who are not incurably ill, but still want help with euthanasia because they consider their life complete. A letter to parliament in October 2016 from the Dutch minister of Health stated that people who "have a well-considered opinion that their life is complete, must, under strict and careful criteria, be allowed to finish that life in a manner dignified for them”.
